TNT-equivalent mass

Convert an explosive charge to its equivalent TNT mass so the scaled-distance and overpressure tools (which assume TNT) apply.

Civil-protection / accidental-explosion scope only (UFC 3-340-02, public release). Weapon-effects and penetration calculations are out of scope.

TNT equivalence is NOT a single constant: pressure- and impulse-based factors differ and vary with scaled distance; the literature reports a 20–50% spread. Treat the result as a preliminary estimate. Factors: AASTP-1 / IATG 01.80 / UFC 3-340-02.
