Turkish Shelter Regulation — Clause Reference

Read this first — superseded value warning Before the amendment of 7 November 2025 (Official Gazette 33070), the residential exemption threshold was 12 or fewer dwelling units. The current threshold is fewer than 10.

Many sources online still show 12. This page and the calculation tool use the current value; a test case separately checks that 12 units comes out as mandatory, so a return to the superseded threshold is prevented.

1. Shelter types — Clauses 5-6

Blast shelters protect against the immediate and residual effects of nuclear weapons, conventional weapons and chemical and biological agents. They are built by the State and are not the building owner's obligation.

Fallout shelters protect against radioactive fallout. In private and public buildings they are located preferably in the lowest basement storey. The calculations on this page concern fallout shelters.

2. Exemption thresholds — Clause 7

A fallout shelter is not required in the cases below. The obligation arises the moment the threshold is exceeded.

In mixed-use buildings both conditions must hold: fewer than 10 residential units and a total floor area under 1500 m².

3. Occupant count — Clause 8

The occupant count is found in four different ways depending on building type:

In dwellings what governs is not the number of flats but the number of rooms.

4. Area and construction requirements

Not counted in the area WC, shower and kitchenette are not included in the per-person area; ventilation, power infrastructure and these spaces are separately required.

Shelters built entirely below ground are excluded from site coverage and floor area ratio (2025 provision).

5. Why the thresholds are cliffs

The shelter obligation does not grow proportionally. One step below the threshold the required area is zero; one step above it jumps straight to a substantial value.
